President Muhammad Buhari said provincial governors were stealing federal subsidies from local governments.
Buhari was speaking at the State Capitol on Thursday after speaking at a presidential hearing for members of the National Institute for Policy and Strategic Studies (NIPSS) Senior Executive Course 44 (2022).
The president said personal integrity is fundamental to government business.
He recalled a case in which a state governor received a quota of council areas within the state and transferred half of those quotas to the head of the council.
According to Buhari, these actions represent the kind of corruption that is now symptomatic of Nigeria as it allocates resources towards local governments, thereby undermining development.
He congratulated the members of the Senior Executive Course 44 on the successful completion of their course.
Buhari challenged them to revitalize and reinvigorate leadership at the various levels of establishments.
