CBN Orders All Banks To Demand Social Media Handles Of Customers

Portland, OR, USA - Aug 23, 2022: Assorted popular social media apps - BeReal, Instagram, Twitter, Snapchat, TikTok, Clubhouse, Facebook, YouTube, and Discord - are seen on an iPhone. BeReal is a French social media app rising in popularity, and can be anti-social in some ways. Users receive a notification at a random time once a day saying 'Time to BeReal'. This opens up a two-minute window for the user to post a picture of what they are currently doing. The purpose of this is to capture an authentic, unfiltered snapshot of a user's life.

Financial institutions are required to collect extra information of their customers, such as social media handles, email addresses, phone numbers, and residential addresses, in accordance with new laws released by the Central Bank of Nigeria (CBN).

This action intends to make the financial system’s identification procedure stronger. In its recently published regulation titled “Central Bank of Nigeria (Customer Due Diligence) Regulations, 2023,” the CBN highlighted these obligations.

According to the CBN, these rules were put in place to improve consumer due diligence procedures for financial institutions that fall under its regulatory oversight.

The goal is to ensure compliance with the provisions of the Money Laundering (Prevention and Prohibition) Act (MLPPA), 2022, Terrorism (Prevention and Prohibition) Act (TPPA), 2022, Central Bank of Nigeria (Anti-Money Laundering, Combating the Financing of Terrorism and Countering Proliferation Financing of Weapons of Mass Destruction in Financial Institutions) Regulations, 2022 (CBN AML, CFT, and CPF Regulations), and international best practices.

Under the customer identification section, the CBN specified that all banks must identify their customers, whether they are permanent or occasional, natural persons or legal entities, or legal arrangements.

Lists of What Banks Will Demand From Customers

  • Legal name and any other names used,
  • Permanent address,
  • Residential address,
  • Telephone number and email address,
  • Social media handle,
  • date and place of birth,
  • Bank Verification Number,
  • Tax Identification Number,
  • Nationality, occupation, public position held, and name of employer.
  • The CBN also stated that individuals must provide an unexpired passport, national identification card, residence permit, social security records, or driver’s license as proof of identification.

Additionally, financial institutions are required to gather details regarding the type of account, nature of the banking relationship, signature, and politically exposed person status.
