Trump Government Quietly Attempting To Negotiate New Peace Plan With Russia

The Trump administration has been discreetly working on formulating a fresh peace initiative alongside Russia aimed at terminating its ongoing conflict with Ukraine, as detailed in a recent report published by CNN.

The president’s designated special envoy, Steve Witkoff, who has played a pivotal role in the administration’s diplomatic engagements with Moscow, has been spearheading this initiative, according to the report. The negotiations gained momentum this week because the administration perceives that the Kremlin has indicated a fresh willingness to pursue an agreement, the report further noted, referencing a source.

Army Secretary Dan Driscoll, accompanied by a high-ranking delegation from the Pentagon, arrived in Ukraine on Wednesday morning “on a fact finding mission to meet with Ukrainian officials and discuss efforts to end the war,” Army Spokesperson Col. Dave Butler stated in an official release.

This mission, carried out under the direct orders of the president, formed part of the broader White House strategy to revive stalled peace negotiations, a separate US official source revealed. Driscoll was scheduled to address current battlefield situations and armament requirements with President Volodymyr Zelensky along with other top Ukrainian leaders, in addition to touching on the emerging peace initiatives, the official explained.

The Wall Street Journal was the first outlet to break the news about the American delegation’s trip to Kyiv.

Although Driscoll has not previously appeared publicly in the most recent phases of peace negotiations, he maintains a close alliance with Vice President JD Vance. The other officials accompanying Driscoll to Kyiv included Army Chief of Staff Gen. Randy George; Gen. Chris Donahue, the senior US Army commander stationed in Europe; and Sergeant Major of the Army Michael Weimer.

Russian sources likewise confirmed to CNN the existence of continuing high-level communications between American and Russian authorities, among them Witkoff. In October, Russian Special Envoy Kirill Dmitriev traveled to the United States to confer with Witkoff and additional figures and engaged in what a Russian source described to CNN as “very productive discussions.”

Per a report from Axios, the present draft under active negotiation between Washington and Moscow centers on 28 specific points, encompassing security assurances for both Ukraine and the wider European continent, together with the prospective trajectory of US relations with Russia and Ukraine going forward.

On Wednesday, the Kremlin sought to minimize the significance of the Axios report. When questioned on the matter, Kremlin spokesperson Dmitry Peskov stated that there are “no new developments to report so far” with respect to bringing the war to a conclusion.

“There were discussions in Anchorage. Beyond what was discussed in Anchorage, there have been no updates yet,” he remarked, alluding to an August meeting in Alaska between Russian President Vladimir Putin and Trump.

The extent of Europe and Ukraine’s participation in these talks up to now remains uncertain, according to the source cited in the CNN report, as does the question of whether they would ultimately endorse such a proposal.

These developments are occurring while the Trump administration has made repeated attempts to secure a resolution to the war, efforts that have repeatedly collapsed after Putin declined to offer meaningful concessions. Earlier American-led peace initiatives had revolved around freezing the positions of Russian and Ukrainian forces along the existing front lines, an approach that the Kremlin had previously turned down.
